I agree that the USF is totally screwed up these days, but I would disagree that local customers had no net gain. Though the new service is expected to help those that are deaf and hard of hearing contact emergency services, it is also expected to help individuals whose lives may be endangered by calling 911. It is recommended, however, that people seeking emergency services call 911 when possible. The current technology only allows 160 character texts.
